Abstract
This study aims to analyze the implementation of policies and regulations by the Regional Government of Sukoharjo Regency in industrial waste management and to examine the forms of guidance provided by the Environmental Agency of Sukoharjo Regency to industrial actors from the perspective of sustainable development. This research uses a juridical-empirical method with statutory and sociological approaches. The data were obtained through literature study and field research, including interviews with officials from the Environmental Agency of Sukoharjo Regency. The results show that the implementation of policies and regulations on industrial waste management has been carried out through guidance and monitoring activities for business actors. However, the implementation has not been optimal, as several business actors still fail to fulfill technical and administrative obligations, such as the ineffective operation of wastewater treatment plants, irregular waste testing, and incomplete environmental permit documents. The forms of guidance provided include technical guidance, administrative guidance, human resource development, and field supervision. From the perspective of sustainable development, such guidance has supported the economic aspect, but has not fully fulfilled the environmental and social aspects. Therefore, it is necessary to improve the effectiveness of guidance, monitoring, and law enforcement so that industrial waste management can be carried out in accordance with the principles of sustainable development
