Abstract

The Class 1 TPI Immigration Office of Surakarta, as the busiest public service facility in the former Surakarta Residency (serving 90–100 applicants per day), operates from an existing building (constructed in 1984, ±2,173 m²) that faces several physical challenges: minimal separation between applicant and staff zones, suboptimal natural ventilation and lighting, limited waiting area and parking capacity, inadequate lactation and staff working spaces, and circulation corridors with poor ventilation and vertical accessibility for vulnerable groups. This design study aims to develop a relocation and building development concept to improve public service quality and support staff operations, using a Human Centered Design (HCD) approach based on ISO 9241-210, carried out through five stages: context understanding, user needs identification, design solution development, design evaluation, and final concept formulation. The resulting design concept integrates an inner courtyard to optimize natural ventilation and lighting while separating four functional zones, along with a façade featuring shading devices inspired by local Surakarta lattice motifs that also serve a bioclimatic function. The concept fulfills four HCD parameters: user-based zoning, inclusive accessibility, natural air circulation, and integrated natural lighting.
