Abstract
Indonesia has great tourism potential, especially in coastal areas. Tulungagung Regency, located in the south of East Java, boasts a series of exotic beaches that attract tourists. However, its gently sloping topography and direct access to the Indian Ocean make it vulnerable to tsunamis. Historically, the southern coast of Tulungagung was impacted by a tsunami in 1994, with the highest waves reaching 4.8 meters at Popoh Beach. This study aims to analyze tsunami disaster mitigation efforts in Tulungagung Regency using Chaos Theory in Disaster Communication Studies. This study employed a descriptive qualitative method with data analysis techniques including reduction, presentation, and conclusion drawing to map the effectiveness of tsunami mitigation. Data validity was tested through source triangulation techniques by comparing information on communication strategies from the Tulungagung Regional Disaster Management Agency (BPBD) with field facts and the direct participation of coastal communities as communication targets. The results of this study indicate that socialization, training, and evacuation simulations can increase community preparedness, thereby minimizing the negative impacts of tsunamis. This study emphasizes the importance of effective disaster communication and good cooperation between the government and the community in creating optimal tsunami disaster mitigation.
