Abstract

The implementation of the Occupational Safety and Health Management System (OSHMS) in construction projects is intended to foster a working environment that is safe, healthy, and conducive to productivity, and this study specifically aims to evaluate the extent to which the system has been applied in the Serang–Panimbang Toll Road Development Project, Section III (Cileles–Panimbang), Phase 2 Package 3 for the 2024–2026 fiscal year, while also identifying various obstacles hindering the application of OSH practices in accordance with the regulations set forth in the Minister of Manpower Regulation Number 5 of 2018, employing a quantitative approach through questionnaire distribution to 30 respondents consisting of HSE officers, Quality Control personnel, The respondents comprised site supervisors, heavy equipment operators, and field construction workers. Following data collection, analytical procedures—encompassing instrument validation (validity and reliability), diagnostic assumption testing, multiple linear regression, hypothesis testing (F and t tests), R^2 evaluation, and descriptive statistics—were executed utilizing SPSS software. Results indicate a moderate level of OSHMS implementation, recording an average score of 64.61%, wherein the indicator of OSH policy and commitment achieved the highest value (68.61%), while the OSH planning indicator (HIRADC) recorded the lowest value (59.72%), and based on the regression analysis, the overall application of OSHMS simultaneously exerts a significant influence on safety performance, yet when examined partially, only the variables of OSH policy and commitment as well as review and performance improvement demonstrate a positive and significant effect, whereas the variables of OSH planning, OSH implementation and operations, and OSH monitoring and evaluation do not show any significant impact, with the most dominant inhibiting factor being biological factors, which obtained a mean score of 2.7667, thereby underscoring the need for enhancement in the OSH planning aspect, particularly in hazard identification, risk assessment, and risk control, in order to optimize the overall implementation of OSHMS.
