Abstract
The rapid development of information technology has given rise to the phenomenon of online soccer gambling, which has become the most prevalent form of cybercrime in Indonesia, with a turnover of Rp286.84 trillion projected for 2025. This study aims to analyze the characteristics of online soccer gambling and its regulation under the Law on Information and Electronic Transactions (ITE Law), as well as to examine the legal enforcement framework implemented by the Boyolali Police Department. The theories employed include Soerjono Soekanto’s theory of law enforcement, the Catur Wangsa concept, and the integrated criminal justice system. The study employs an empirical legal method with a descriptive-analytical research design. Data collection was conducted through direct interviews with investigators from the Criminal Investigation Unit of the Boyolali Police Department, as well as a literature review of relevant laws and regulations. The results indicate that online soccer gambling possesses distinct characteristics, including a borderless nature, the anonymity of perpetrators, unrestricted access at any time, and the complexity of digital transactions. Following the implementation of the National Criminal Code on January 2, 2026, investigators shifted from Article 27(2) in conjunction with Article 45(3) of the ITE Law to Articles 426 and 427 of Law No. 1 of 2023. The study concluded that existing regulations are not yet fully optimal due to extraterritorial jurisdictional loopholes and the absence of the term “online” in the Criminal Procedure Code (KUHAP), thus necessitating the establishment of a special Police Regulation for the handling of online gambling).
