Abstract
Bullying is a form of violence that frequently occurs among adolescents and has serious physical, psychological, and social impacts. This study aims to analyze legal protection for adolescents as victims of criminal acts of bullying and to examine the restoration of victims’ rights based on the applicable laws and regulations in Indonesia. This research employs a normative legal method using statutory and conceptual approaches, supported by primary and secondary legal materials through literature study. The results show that, normatively, Indonesia has an adequate legal framework to protect victims of bullying, including the Child Protection Law, the Juvenile Criminal Justice System Law, the Law on Protection of Witnesses and Victims, and other related regulations. However, in practice, legal protection has not been implemented optimally. This is indicated by the gap between legal norms and their implementation, the dominance of non-litigation settlements, and the limited access of victims to rights recovery, such as psychological rehabilitation and restitution. The restoration of victims’ rights has been regulated normatively, yet its implementation still faces various obstacles in terms of legal substance, legal structure, and legal culture. Therefore, strengthening regulations, enhancing the role of relevant institutions, and integrating legal approaches with preventive education-based strategies are necessary to achieve more effective legal protection oriented toward the best interests of victims.
