Abstract
The use of information technology in government requires a system capable of supporting structured and documented information security management. However, the system security incident reporting process at the Surakarta City Communication, Informatics, Statistics, and Cryptography Agency is still not integrated and is partly done manually, making it difficult to track, monitor, and evaluate incidents. The purpose of this thesis is to develop a centralized system security incident reporting application to improve the effectiveness of report management, monitoring handling status, and providing accurate information. The method used in system development is the System Development Life Cycle (SDLC) with a Waterfall model that includes the stages of requirements analysis, system design, implementation, testing, and maintenance. The application was developed using Next.js on the frontend side, Hono on the backend side, and PostgreSQL as the database. The resulting system is an integrated incident reporting application with online incident reporting features, incident data management, incident type graphic visualization, handling status monitoring, and email and WhatsApp notifications. System testing was conducted using the black-box testing method and the System Usability Scale (SUS). The black-box testing results showed that all system functions ran as required, while the SUS test obtained an average score of 78.21, which is categorized as good and acceptable. These results indicate that the application has a good level of usability and is acceptable to users. Therefore, the developed application can support the effectiveness, efficiency, and transparency of system security incident management within the Surakarta City Government.
