Abstract
Legal protection for civilians as victims of violence by Armed Criminal Groups (KKB) in Papua and the conformity of the Indonesian government's legal policies with international legal standards for the protection of civilians in conflict areas are the main focus of this study. The method used is normative juridical with a legislative and conceptual approach, and qualitative analysis through literature studies of primary, secondary, and tertiary legal materials. The results of the study indicate that normatively, Indonesia has a fairly strong and comprehensive legal framework for protecting civilians, both through national legal instruments such as the 1945 Constitution, the Human Rights Law, and the Criminal Code, as well as through international legal instruments such as the Geneva Conventions and International Humanitarian Law. However, in practice, this protection has not been implemented optimally due to a gap between norms and implementation in the field influenced by the complexity of the conflict, limited regional access, weak coordination between institutions, and the dominance of a security approach over a humanitarian approach. In addition, the conformity of Indonesian legal policies with international legal standards is basically aligned normatively, but has not been fully effective in its implementation. Therefore, comprehensive improvement efforts are needed through strengthening accountability, increasing protection and reparation for victims, and implementing a balanced approach between security aspects and respect for human rights to realize effective legal protection for civilians in Papua.
