Abstract

The abuse of “pil koplo” among students in Klaten Regency has become an increasingly serious issue due to its impact on health, social behavior, and public order. The illegal distribution of hard drugs, often disguised through small grocery shops, reflects a gap between legal provisions and their implementation in practice. This study aims to analyze law enforcement against student users of pil koplo in Klaten Regency and to identify the obstacles encountered in its implementation. This research employs an empirical juridical method with statutory and sociological approaches. Data were collected through interviews with law enforcement officers and relevant institutions, as well as literature studies. The data were analyzed qualitatively using a descriptive-analytical method. The results indicate that law enforcement is carried out through coordination among the police, schools, and the Social Affairs Office. The police apply repressive measures against distributors, while students as users are directed toward guidance and rehabilitation. However, the effectiveness of law enforcement remains suboptimal due to obstacles in legal substance, legal structure, and legal culture. In conclusion, law enforcement against student users of pil koplo has been implemented through an integrated approach but has not yet achieved optimal effectiveness. Therefore, strengthening regulations, improving inter-agency coordination, and increasing public legal awareness are necessary to reduce the abuse of pil koplo among students.
