Abstract

Police recruitment is a crucial instrument in developing professional and high-integrity Indonesian National Police (POLRI) human resources to maintain public security and order. However, challenges in implementing the BETAH principles (Clean, Transparent, Accountable, and Humane) persist, particularly regarding non-merit practices that potentially undermine public trust in the institution.This study aims to analyze the application of the merit-based system within the POLRI recruitment process and to formulate an ideal recruitment mechanism aligned with meritocratic principles. Supported by legal theory and human resource management, this research employs a normative judicial research method with a qualitative approach, examining the alignment between regulations such as Law Number 20 of 2023 concerning State Civil Apparatus (ASN) and Police Regulation (Perkapolri) Number 10 of 2019 and sociological realities in the field.The results indicate that while digitalization through the Computer Assisted Test (CAT) system has enhanced transparency, gaps for subjectivity remain in qualitative stages, such as the Personality and Mental Assessment (PMK), physical fitness tests, and medical examinations.
