Abstract

Complete Systematic Land Registration (PTSL) is a government policy aimed at accelerating the comprehensive land registration process within a village or sub-district administrative area to ensure legal certainty and protection of community ownership rights. It is implemented simultaneously for all unregistered land plots, including in Boyolali Regency through the Boyolali Regency Land Office (ATR/BPN). As a national strategic program, the implementation of PTSL is not only based on the provisions of applicable laws and regulations, but must also reflect the application of the General Principles of Good Governance (AUPB), especially the principles of legal certainty and transparency. Therefore, the implementation of PTSL in Boyolali Regency needs to be reviewed to determine its compliance with applicable regulations and to assess the extent to which AUPB is applied in practice. This study aims to analyze the implementation of PTSL in Boyolali Regency by reviewing its compliance with applicable regulations and assessing the extent to which AUPB principles are applied in practice. The method used is an empirical juridical approach with qualitative research techniques through interviews and literature studies. The research results show that the implementation of PTSL at the Boyolali Regency Land Office (ATR/BPN) has been carried out in accordance with the provisions of the Minister of ATR/BPN Regulation Number 6 of 2018 and has been able to achieve legal certainty through the issuance of certificates as proof of legal rights. Furthermore, the principle of transparency is reflected in the socialization and dissemination of information to the public at every stage of the program implementation.
