Abstract

This study aims to analyze the role of the Yayasan Perlindungan Anak Nakal (YPAN)”Bhina Putera” Surakarta in providing development programs for child offenders of sexual violence, as well as to examine the fulfillment of children's rights from the perspectives of Child Protection and Maqashid Syariah. This research employs an empirical juridical method with a qualitative approach. Data were collected through interviews, observations, and documentation, then analyzed using a descriptive-analytical technique. The results indicate that YPAN Surakarta has effectively performed its function as a Social Welfare Organizing Institution (LPKS) by prioritizing a family-based approach. The fulfillment of basic children's rights, including food, health, education, and vocational training, has been implemented in accordance with Law No. 35 of 2014 and Law No. 11 of 2012. From the Maqashid Syariah perspective, spiritual development programs (Quranic recitations and religious counseling) fulfill the principles of Hifz an-Nafs (protection of life) and Hifz al-Aql (protection of intellect) to restore the dignity and morality of the children. Despite budget and infrastructure constraints, YPAN Surakarta remains committed to protecting the children's identities to prevent social stigmatization.
