Abstract

Jinju Hakkyo Job Training Institute (LPK) faces significant challenges regarding the competency gap among students, which hinders learning effectiveness and negatively impacts the pass rates of the Korean language proficiency test (EPS-TOPIK). Conventional teaching methods, which standardize material delivery, have proven suboptimal in accommodating differences in students' initial abilities, particularly given that some students start from scratch while others possess prior knowledge. This research aims to address these issues by designing and developing an adaptive e-learning platform based on initial assessments to facilitate personalized learning.The system development method applied is the Waterfall model within the System Development Life Cycle (SDLC) framework, which encompasses analysis, design, implementation using the Laravel framework, and testing phases. A central feature of this platform is the initial classification quiz mechanism, which automatically maps students into "Beginner" or "Advanced" levels, allowing the system to present material flow and difficulty levels relevant to individual capabilities.System validation was conducted through three approaches: functional testing, usability testing, and learning effectiveness evaluation. Black Box testing results confirmed that all system features function validly according to the design. Usability evaluation using the System Usability Scale (SUS) yielded an average score of 74, placing the system in the "Good" category and indicating high user acceptance. Furthermore, effectiveness analysis using Normalized Gain (N-Gain) demonstrated an improvement in learning outcomes in the "medium" category with an average score of 0.49, where the class average reached 82.3. Thus, this platform is proven to be functional, user-friendly, and effective in enhancing student competence through an adaptive approach
