Abstract

The city of Tegal, with its strategic location on the north coast of Java, possesses strong maritime potential. However, Tegal City Port, which consists of a Fishing Port and a Collecting Port, has not yet functioned optimally, with activities still limited to logistics and traditional fishing. The main challenges include limited infrastructure capacity, siltation, and poor spatial governance. On the other hand, this area has great potential to be developed as an economic center and public space. This final project aims to redesign the port area into an integrated hub that synergizes business, recreation, and marine product education functions through a Waterfront Development approach. Using qualitative research methods and data collection through literature studies, comparative analysis, and field observation to analyze the gap between existing conditions and development potential. The research results consist of a development strategy and a masterplan that applies sustainable and adaptive Waterfront Development principles, with the design targets being the realization of a Marine Products Business Zone, a Recreation and Education Zone, and a Support Zone. It is hoped that this concept can transform the port area into a multifunctional destination that strengthens Tegal City's maritime identity while boosting the local economy.
