Abstract
Forest and land fires (karhulta) are not only a domestic problem in Indonesia but also an international issue, as they affect the environment and health across regions. Therefore, planned and data-based mitigation efforts are needed. Mukomuko Regency has consistently had the highest rate of forest and land fires in Bengkulu Province since 2022. This study presents the application of a Geographic Information System (GIS) to analyze the distribution of hotspots during 2021-2025, determine areas prone to forest and land fires in Mukomuko Regency, and examine the relationship between karhutla vulnerability levels and hotspots. In the decision-making process, the study area's relevant physical characteristics related to forest and land fire vulnerability were identified and analyzed. Land cover, soil type, and rainfall parameters were layered and processed in accordance with the guidelines of the National Disaster Management Agency (BNPB) to produce a forest and land fire vulnerability map with low, medium, and high classifications. The distribution of hotspots was analyzed spatially to determine the trend in fire activity from year to year. The relationship between forest fire vulnerability and hotspots was analyzed statistically using the Chi-Square test. This study concluded that hotspot distribution is fluctuating and uneven due to various factors, while vulnerability variations are influenced by differences in the region's physical characteristics. The relationship between vulnerability levels and hotspots did not show any statistically significant differences. This confirms that hotspots do not always appear in areas with high vulnerability classes. Nevertheless, vulnerability maps remain essential as a basis for determining priority areas for forest and land fire mitigation.
