Abstract
Tidal flooding (rob flood) has become a major environmental problem in coastal areas, driven by the combined influence of oceanographic processes, hydrometeorological conditions, and anthropogenic pressures. Kaliwungu Subdistrict, Kendal Regency, has experienced increasing inundation intensity alongside the rapid development of the Kendal Industrial Park. This study aims to analyze land physical vulnerability and model the potential extent of tidal flooding before and after industrial area expansion. A Geographic Information System (GIS)-based spatial analysis was employed using a scoring and weighting technique of land physical parameters, combined with inundation modeling for 2018 and 2025. The results indicate a significant increase in areas classified as high to very high vulnerability in 2025, particularly in coastal zones and surrounding the industrial estate. The extent of low vulnerability areas decreased from 2,163.67 ha to 1,773.50 ha, while high vulnerability areas increased from 1,314.91 ha to 1,766.61 ha. Tidal flood inundation expanded from 1,404.18 ha in 2018 to 1,887.84 ha in 2025, showing a progressive inland expansion pattern. Spatial analysis further revealed that inundation was predominantly concentrated in high-vulnerability zones, accounting for 89.35% in 2018 and rising to 93.44% in 2025. These findings suggest that the development of the Kendal Industrial Park contributes to increased land physical vulnerability through land-use change and intensified anthropogenic pressure. Therefore, integrating vulnerability assessment into coastal planning and management is essential to support sustainable tidal flood risk mitigation strategies.
