Abstract

Divorce is a social event that not only impacts the husband and wife, but also the children who become victims. Children often experience neglect due to the loss of attention, affection, and economic support from their parents. In this context, social programs play a crucial role as a state protection instrument to ensure the welfare of children who are victims of divorce, especially in Surakarta City, which has a relatively high divorce rate. This study aims to analyze the role of social programs in providing protection for children who are victims of divorce who are abandoned by their parents in Surakarta City, as well as to identify supporting and inhibiting factors in the implementation of these social programs. The type of research used is empirical legal research with a qualitative descriptive approach. Data were obtained through interviews with the Social Services Agency, the Women's Empowerment and Child Protection Agency, and the Surakarta Religious Court, accompanied by a library study of related laws and regulations. Data analysis was conducted qualitatively by interpreting field findings based on applicable legal theories and norms. The study found that social programs in Surakarta City, such as the Family Hope Program (PKH), Non-Cash Food Assistance (BPNT), and the National Health Insurance (BPJS), have played a role in assisting neglected children of divorce. However, their implementation still faces obstacles, such as limited beneficiary data, lack of coordination between agencies, and the absence of specific data on child victims of divorce. Increased synergy between agencies and improved databases are needed to ensure optimal protection of children's rights.
