Abstract

Illegal sand mining in Sumbung Village poses a significant challenge in minimizing the negative impacts that arise. This research has two objectives: to analyze how the Green Victimology perspective views the community as a result of sand mining in Sumbung Village, and to contribute mitigation recommendations that can be implemented to reduce the potential negative impacts of mining in Sumbung Village. This research uses a sociological approach to observe the law as a whole, with the assistance of social sciences in analyzing human behavior, which is used to complement this legal theory. This study focuses on the Environmental Impact Analysis (EIA) of sand mining activities in Sumbung Village. Interviews with affected communities and direct observation in the field were conducted to supplement the necessary data. Research findings in Sumbung Village indicate that illegal sand mining causes damage to the river ecosystem and agricultural land, health problems due to air pollution, and social conflicts. With a green victimology approach, violations of environmental regulations can be identified. To prevent such damage, several efforts are proposed, such as strict regulation enforcement, intensive monitoring, land rehabilitation, and community education, to reduce victimization, preserve the environment, and improve community well-being in the long term.
