Abstract
The decline in the health level of Rural Banks (BPR) during the 2020–2023 period-indicates vulnerabilities in BPR management that may undermine public trust and the-stability of the micro-finance sector. This study aims to analyze the legal factors-contributing to the decline in BPR health and to examine the legal protection afforded-to customers when a BPR experiences a downturn in performance. The research-employs a normative juridical method with statutory, conceptual, and bank-health-assessment approaches. The research questions focus on the factors causing the-decline in BPR health from 2020–2023 and the forms of legal protection for customers-of BPRs experiencing deteriorating conditions. The analysis is conducted using the-CAMELS parameters, which include capital, asset quality, management, earnings,-liquidity, and sensitivity to market risk. The findings show that the decline in BPR-health is primarily driven by weak capital structure, increasing non-performing loans,-managerial inefficiency, declining profitability, and liquidity issues. In addition, low-sensitivity to market risk further worsens bank conditions. Customer protection is-provided through supervision by the Financial Services Authority (OJK), mandatory-transparency regarding bank conditions, recovery or resolution mechanisms, and-deposit guarantees by the Indonesia Deposit Insurance Corporation (LPS). This study-underscores the need for strengthened regulation and governance to ensure the-sustainability of BPR operations and safeguard public funds.
