Abstract

Many Islamic boarding schools run a 30 juz tahfizh program, but the quality of program evaluation is rarely studied systematically, there has been no meta-evaluation that specifically examines PPTQM Atmo Wahjono (ATWAH) and PPTQ Qoryatul Qur'an (QQ). This study aims to assess the implementation of the meta-evaluation of tahfizh programs in ATWAH and QQ with the CIPP (Context–Input–Process–Product) model, compare the similarities, and formulate recommendations for quality improvement. The methods used are qualitative field with phenomenological approaches and comparative case studies; Informants are selected purposively (mudir/wadir, muhafizh, students, alumni, and guardians). Data were collected through observations, in-depth interviews, and documentation studies; The analysis uses the Miles–Huberman stages (reduction, presentation, withdrawal/verification of conclusions) and the theory uses Daniel L Stufflebeam's CIPP theory. The results of the study showed: QQ reported that 100% of students at the MA and Ma'had Aly levels completed 30 juz; At the time of data collection, 5 out of 39 students were already khatam (the majority of the others were 15–20 juz), supported by the minimum teaching standards of Ma'had Aly – memorization of 30 juz, classification of the level of students, and intensive monitoring per session and weekly. ATWAH noted that around 10% of students completed without acceleration and increased to ±80% through the acceleration program; The addition of memorization averaged 1-3 juz/semester, with quality indicators including tajweed, fluency, and morals. Key qualitative themes: the QQ process is more rigid–intense (controlled targets), while ATWAH is more flexible and periodic; Both show a positive impact on discipline, independence, and balance with formal academics. CIPP-based meta-evaluation is effective in mapping the strengths and gaps of the program: ATWAH needs to strengthen inputs (student-teacher selection, training, nutritional support) and increase the frequency of monitoring, while QQ focuses on maintaining standards and improving minor facilities; Generalization of the findings is limited to these two case studies.
