Abstract
Community health centers (Puskesmas) as a health service facility that considers the service area radius coverage. Based on SNI 03-1733-2004, community health center services have a minimum number of residents served of 120,000 people with a service area radius of 3,000 meters from the furthest residential unit. Kebumen Regency consists of 26 sub-districts that have 35 community health centers but the infrastructure is inadequate. This study aims to: (1) analyze the relationship between population density and the distribution of community health centers in Kebumen Regency in 2024 using kernel density estimation; (2) analyze the distribution pattern of community health centers in Kebumen Regency in 2024 using Average Nearest Neighbor (ANN); and (3) analyze the accessibility index of community health centers in Kebumen Regency in 2024 using Two-Step Floating Catchment Area (2SFCA). The results of the analysis show that the differences in the results of the relationship between kernel density estimation and population density indicate a spatial imbalance (negative) between the distribution of health centers and their population density, where Buayan and Pejagoan Districts are among the districts that are unbalanced in the distribution of health center services. The results of ANN on the distribution pattern of health centers show a uniform pattern (dispersed) with a T value of 1.39 and a z-score of 4.50. The results of the 2SFCA calculation show that there is an imbalance in the accessibility value of 0 in 6 districts, namely Ayah, Buayan, Prembun, Pejagoan, Sempor, Karangsambung because they are outside the catchment radius of 3 km and the 6 districts are included in the underserved area (areas that are less served or beyond reach), so for the 6 underserved districts a distribution equalization strategy is needed. Meanwhile, the sub-districts that showed overserved areas were Sadang Sub-district (0.000499) and Padureso Sub-district (0.000421) due to the relatively excessive supply compared to the population within their reach.
