Abstract

This study aims to analyze legal policies and forms of legal protection for child abuse victims under the age of 18 in Surakarta City. From 2020 to 2023, cases of child abuse have increased significantly, involving physical, psychological, sexual abuse, neglect, and economic exploitation. The research applies an empirical juridical approach with data collected through literature studies, document analysis, and interviews. The findings reveal that Surakarta has implemented progressive regulations through Regional Regulation Number 10 of 2023 and established a local Women's and Children's Protection Technical Unit (UPTD PPA). However, the implementation still faces challenges, including a lack of professional personnel, societal silence, limited access to reporting systems, and weak inter-agency coordination. Therefore, strengthening institutional capacity, issuing technical regulatory guidelines, and increasing public awareness are essential to ensure effective and sustainable child protection.
