Abstract
Traffic accidents caused by public transportation vehicles that are not roadworthy have become a serious issue requiring legal attention. This study highlights the weak law enforcement regarding the obligation of periodic vehicle testing (KIR) and how negligence in this matter contributes to the increasing number of traffic accidents. The research method used is juridical-empirical, with a qualitative approach through interviews with three public transportation companies in the Solo area. The findings reveal that delays in periodic testing or KIR frequently occur, caused by several factors such as economic limitations, weak supervision, and lack of strict legal sanctions. In addition, there is a disparity in legal treatment between compliant and non-compliant operators. This study emphasizes the need for regulatory strengthening, increased oversight by the Department of Transportation, and a legal approach that is not only administrative but also repressive to create a deterrent effect and improve road safety. The study concludes that enhancing legal awareness and implementing systematic supervision are key to reducing traffic accidents and realizing safe, comfortable, and roadworthy public transportation.
