Abstract
This research aims to analyze the effectiveness of the People's Business Credit (KUR) Program in enhancing the performance of Small and Medium Enterprises (SMEs), with a case study at PT. BPR Bank Boyolali. The study is based on the crucial role of SMEs in supporting national economic growth, particularly in contributing to the Gross Domestic Product (GDP) and absorbing labor. The KUR Program was initiated by the Indonesian government to facilitate easier access to financing, offering lower interest rates and more flexible requirements compared to conventional loans. This study employs an empirical juridical approach by combining qualitative and quantitative methods. Primary data were collected through in-depth interviews distributed to SME debtors who received KUR with the management of PT. BPR Bank Boyolali, while secondary data were sourced from official documents, reports, and relevant literature. The findings reveal that the KUR Program distributed through PT. BPR Bank Boyolali has been relatively effective in increasing business capital, revenue, profit, and market expansion among SME actors. Nevertheless, the program’s effectiveness still faces challenges, including low financial literacy among recipients, limited socialization efforts, and macroeconomic instability affecting loan repayments. This study recommends optimizing the role of financial institutions in disseminating program information, strengthening business mentoring tailored to the needs of SMEs, and fostering digital innovation to expand the outreach and effectiveness of the KUR Program in the future.
