Abstract

The Land use change is the transformation of the function of land use and utilization from its initial condition into another form due to human activity or natural factors into another function. Land changes will occur due to development needs, population growth, or policies in an area. Bekasi Regency is a national strategic area and also an industrial area so that land monitoring is needed in maintaining the Regional Spatial Plan or RTRW. The Normalized Difference Built up Index (NDBI) method using LANDSAT 8 satellite imagery and Geospatial Information Systems (GIS) aims to manage the results of the analysis of changes in built-up land use in 2013 and 2023 and the predicted comparison of built-up land use in 2013 and 2023 in Bekasi Regency Normalized Difference Built up Index (NDBI). The results of the analysis explain the NDBI parameters using accuracy assets from Landsat 8 optical data revealing that Bekasi Regency experienced a decline in development of 2% or 52%, but the results of the 2023 image map showed an increase. The decline can be caused by several factors, including differences in image quality influenced by the type of image and the time of visual image recording and the presence of objects such as clouds or bad weather that can affect the accuracy test and some image data is incomplete from what should be 12 images and in identifying built-up land occurs because the results of the Normalized Difference Built up Index (NDBI) image accuracy test cannot distinguish or identify barren land or empty land.
