Abstract
Government policies on legal protection of victims include legal regulations that provide rights to victims, and steps to obtain justice with a number of existing regulations. The Kanjuruhan incident shows that, based on applicable law, the state has a responsibility to protect, guarantee, and fulfill human rights. In exercising its power, the state is required not to abuse power. One form of implementing this responsibility is to provide protection for the human rights of each individual from potential abuse of power, and to ensure that these rights are guaranteed by law and can be fulfilled in real terms. Several forms of legal protection for victims include the right to legal assistance, the right to be protected from intimidation or threats, the right to privacy and security, and the right to compensation or restitution for losses suffered due to crime. The approach method used in writing this research is the Normative Juridical Approach Method. In this writing, a descriptive research type is used which aims to describe or explain a situation objectively, so that the facts found can be interpreted systematically in accordance with the existing reality. The research location studied by the researcher as an object is the city of Malang. This study uses primary data sources, namely secondary data sources which are realized from literature reviews and laws and regulations.
