Abstract
The demand for clean water in Magelang City continues to increase in line with population growth. One of the efforts to address this issue is the construction of the Sripunganten Water Supply System (SPAM) by the Department of Public Works and Public Housing (DPUPR) of Magelang City, aimed at increasing water supply and improving public services. This study evaluates the economic. feasibility of the SPAM project up to the year 2045. The engineering economic evaluation includes calculations of domestic and non-domestic water demand, analysis of water availability, as well as an economic feasibility assessment using the indicators of Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR), and Payback Period (PP). The analysis results show that the discharge from the Sripunganten Spring is 0.03500 m³/second during the planning period, with a projected total demand of around 0.02327 m³/second. Thus, water availability remains positive, with a surplus of 0.0009 m³/second. The economic evaluation of the project yields a positive NPV of Rp 51,191,005,063, an IRR of 10.85%, a BCR of 1.22, and a PP of 8.13 years. These findings indicate that the development of the Sripunganten SPAM is technically and economically feasible to be implemented as an effort to enhance the quality of drinking water services in Magelang City. Furthermore, a feasible tariff of Rp 1,516/m³ is established to ensure the financial sustainability of the SPAM project. This tariff guarantees that the economic indicators (NPV, IRR, BCR) remain positive, efficient, and affordable for the community, thereby confirming that the project is feasible from technical, economic, and social perspectives.
