Abstract

Ir. Soekarno Terminal in Klaten Regency, classified as a Type A terminal and strategically located between two major cities Surakarta and Yogyakarta should ideally function optimally as a key transportation hub. However, in practice, the terminal has yet to meet the minimum service standards, particularly in catering to the needs of passengers with special needs. According to data from the W.H.O (2011), around 15% of the global population lives with some form of disability, with 82% residing in developing countries, including Indonesia. This group faces significant socio-economic challenges such as limited access to education, healthcare, job opportunities, and public transportation. These issues are further exacerbated by the lack of universal facilities at Ir. Soekarno Terminal, including the absence of lifts, guiding blocks, ramps, accessible toilets, designated taxi lanes, rural/urban public transportation, and physical integration with Klaten Station. Additionally, disorganized parking circulation, a terminal building height that cannot accommodate double-decker buses, and the emergence of shadow terminals further hinder its functionality. Therefore, the implementation of a Universal Design approach offers a comprehensive solution to address issues of accessibility, comfort, and inclusivity, aiming to restore the terminal's role as a decent, accessible, and inclusive public transportation hub for all age groups and users.
