Abstract

Village-Owned Enterprises (BUMDes) are economic entities established by villages and managed as a means to improve the welfare of local communities. Over the years, the legal framework for BUMDes has undergone various revisions. The most recent provisions outlining the governance, establishment, and legal status of BUMDes are contained in Law Number 11 of 2020 concerning Economic Growth. These legal provisions were further clarified through Government Regulation Number 11 of 2021, which serves as its implementing regulations. Following the enactment of this regulation, it is important to further examine the findings contained in Government Regulation Number 11 of 2021, particularly in determining whether BUMDes can be recognized as a legal entity.
