Abstract
This study examines the effectiveness of the Integrated Law Enforcement Center (Gakkumdu) in resolving violations of the 2024 General Election as an effort to achieve electoral justice in Boyolali, Karanganyar, and Wonogiri Regencies. The background of the study is based on the importance of elections as a pillar of democracy that must be fair, honest, and with integrity, as well as the need to handle violations promptly and properly through existing legal mechanisms. This research uses a socio-legal approach with a qualitative method, relying on primary data from interviews with Gakkumdu members and political party representatives, as well as secondary data from official documents and academic literature. The study found that Gakkumdu plays a strategic role in addressing election-related criminal acts through coordination among three key institutions: Bawaslu (Election Supervisory Body), the Police, and the Prosecutor’s Office. In practice, the effectiveness of Gakkumdu is reflected in its ability to identify, address, and resolve various types of violations, such as vote buying, administrative breaches, and ethical violations. Case studies showed vote shifting involving 1,978 votes in Boyolali, the candidacy of a civil servant with improper ID documentation in Karanganyar, and illegal distribution of money and campaign materials in Wonogiri. Based on interview data and questionnaires, the effectiveness of Gakkumdu in terms of inter-agency coordination scored an average of 4.15 on a Likert scale, indicating a fairly high level of effectiveness. Factors influencing this effectiveness include the clarity of regulations, the competence of human resources, the availability of infrastructure and facilities, and the support of local community and legal culture. Nevertheless, obstacles remain, such as differing perceptions between institutions, time constraints in handling cases, and limited public understanding of Gakkumdu’s role. From the perspective of electoral justice and legal effectiveness theory, Gakkumdu serves as a vital instrument to ensure that elections are conducted within a fair and transparent legal framework. Gakkumdu strengthens preventive, enforcement, and public education functions regarding electoral violations. This study recommends enhancing Gakkumdu’s institutional capacity through integrated training, technical policy revision for handling violations, and increasing public participation in election oversight. Practically, the findings of this research can serve as a reference for the government, Bawaslu, and other stakeholders to improve the quality of electoral law enforcement in Indonesia.
