Abstract

The design of the PUPR ASN Flats, using a sustainable architectural approach, in Pondok Kelapa, East Jakarta, aims to provide decent, affordable, and environmentally friendly vertical housing for the Ministry of PUPR's Civil Servants. The design was motivated by the high demand for housing for ASN, limited urban land, and the challenges of the tropical climate and flood risk in the area. The methods used included literature studies, site observations, microclimate analysis, user characteristics, and a review of technical regulations from the Ministry of PUPR. Precedent studies on sustainable vertical housing also served as the basis for formulating the design strategy. The design approach incorporates passive strategies such as cross-ventilation, natural lighting, and the use of vegetation, as well as active strategies through the use of solar panels, a wastewater treatment system (WWTP), and rainwater harvesting. Spatial zoning is designed to accommodate occupant needs, including co-working spaces, communal spaces, daycare, and connectivity to public transportation. The resulting design demonstrates optimal energy efficiency, reduced rainwater runoff, and improved quality of life for occupants through the provision of green open space, natural lighting and ventilation, and spatial flexibility. This approach is expected to become a model for sustainable apartment buildings that adapts to Jakarta's dense urban context.
