Abstract
This research is entitled Juridical Review of Parking Implementation Based on Surakarta Local Regulation No. 6 Year 2004 on Retribution for Parking on Public Roadside. This research is motivated by the rampant illegal parking in Surakarta City, especially in Pasar Gede area, which causes various problems such as traffic congestion, decreased city aesthetics, and losses for the local government due to the loss of potential parking retribution revenue. The purpose of this study is to analyze the implementation of Surakarta Local Regulation No. 6 Year 2004 in overcoming the problem of illegal parking, as well as evaluating the effectiveness of administrative sanctions applied. The research method used is descriptive qualitative with normative approach. Data were obtained through literature study, field observation, and interviews with parking attendants. The results showed that the implementation of Local Regulation No. 6 Year 2004 has not been optimal. There are still rampant illegal parking practices, weak supervision, and low public awareness in complying with parking regulations. The Transportation Agency has limited human resources and technology in monitoring, so that enforcement efforts have not been running optimally. Other influencing factors are the lack of authorized parking facilities and weak education to the public. In conclusion, although regulations are in place, the implementation of local regulations has not been fully effective in curbing illegal parking practices. This study recommends the improvement of parking infrastructure, the use of cashless payment technology to increase transparency, as well as socialization and stricter law enforcement against illegal parking violations.
