Abstract

This research is motivated by the high activity of the textile industry in Surakarta, which has the potential to pollute rivers due to improperly managed waste. The study aims to: (1) analyze the law enforcement efforts by the Surakarta City Environment Office (DLH) against companies related to waste management that pollutes rivers, and (2) examine DLH Surakarta's policies in managing industrial waste to realize the principles of sustainable development. The research method used is juridical-empirical with a qualitative approach, including interviews with relevant sources and analysis of regulations and field reports. The results indicate that: (1) DLH Surakarta has implemented law enforcement through preventive measures such as guidance and supervision, as well as repressive actions in the form of administrative and criminal sanctions for violators. However, challenges such as limited resources and inter-institutional coordination remain obstacles. (2) DLH Surakarta's industrial waste management policies are directed toward fulfilling the principles of sustainable development, including intergenerational equity, intragenerational equity, the precautionary principle, conservation of biological diversity, and internalization of environmental costs and incentive mechanisms.
