Abstract
Persons with disabilities are part of society who have the same right to obtain decent work without discrimination. As a form of protection for this right, the Government of Surakarta City enacted Regional Regulation (Perda) Number 9 of 2020, which mandates that regional government institutions and Regional-Owned Enterprises (BUMD) allocate at least 2% of their total workforce to persons with disabilities. This study aims to examine the extent to which BUMD in Surakarta comply with this provision, also to analyze the efforts made by the Department of Manpower in increasing compliance with the regulation. This research uses a qualitative approach with data collection techniques including interviews, observations, as well as documentation studies. Interview subjects include representatives from the Surakarta City Department of Manpower and BUMD officials. The collected data is then analyzed descriptively to address two main research questions: the level of BUMD compliance with the employment quota for persons with disabilities, and the concrete efforts of the Department of Manpower in encouraging optimal implementation of the regulation. The findings reveal that the implementation of Perda No. 9 of 2020 has not been evenly carried out across all BUMD. Only a small number, such as the Surakarta City Water Supply Company (PDAM), have fulfilled this obligation. Several inhibiting factors, including concerns about workplace safety, limited availability of qualified human resources among persons with disabilities, and the absence of strict sanctions, contribute to the low level of compliance. Efforts made by the Department of Manpower include outreach programs, technical assistance, job placement services through the Disability Employment Service Unit, and cross-sectoral collaboration.
