Abstract

The implementation of legal parking in Boyolali Regency is part of the local government's efforts to create orderly, efficient, and equitable transportation governance. This study aims to: (1) identify and analyze parking management arrangements in Indonesia in general, and (2) evaluate the implementation of Boyolali Regional Regulation Number 19 of 2016 in the implementation of legal parking in Boyolali Regency. This study uses a juridical-empirical method with a descriptive qualitative approach. Data were collected through observation, interviews, and document studies. The results of the study indicate that national parking arrangements have been regulated in various regulations, but in their implementation in the regions, especially Boyolali, they still face challenges. The obstacles faced include limited parking infrastructure, lack of socialization of regional regulations to the community, and weak supervision of technical implementation in the field. Therefore, it is necessary to optimize the role of the Transportation Agency in managing legal parking, strengthening operational regulations, and educating the community so that the implementation of regional regulations runs effectively and sustainably.
