Abstract
The phenomenon of abstention in the General Election (Pemilu) is one of the challenges in the Indonesian democratic system, including in Sragen Regency. This study aims to examine the legal regulations and empirical legal review of efforts to overcome abstention carried out by the General Election Commission (KPU). The research method used is an empirical legal approach, with data collection through document studies, interviews with related parties, and direct observation in the field. The results of the study show that efforts to overcome abstention in Sragen Regency are based on Law Number 7 of 2017 concerning General Elections and KPU Regulation Number 9 of 2022. The Sragen Regency KPU has taken various steps such as election socialization, political education for new voters and the disabled, and training for election organizers. However, the abstention rate is still quite high, influenced by factors of public distrust of the political system, lack of voter understanding, and the influence of money politics. The conclusion of this study confirms that the KPU's strategy in increasing voter participation needs to be strengthened with stricter regulations and a more effective educational approach to reduce the abstention rate in the upcoming election.
