Abstract
Recently, there have been many issues regarding land disputes, especially those related to the use of analog certificates, which in order to answer these issues and to keep up with technological developments, the government has implemented online services aimed at increasing efficiency to accelerate the land registration process. The implementation of electronic certificates is expected to minimize land dispute issues. However, in its implementation, it still raises pros and cons in the community, especially regarding legal certainty. The purpose of this study was to determine the implementation of the digital transformation of electronic land certificates in realizing legal certainty of land rights and to determine the obstacles or problems that occurred during the implementation of the digital transformation program for electronic land certificates in Surakarta City. By using the empirical legal method, the researcher found that the implementation of the digital transformation of electronic land certificates in realizing legal certainty of land rights, namely and its legal certainty has been regulated in the Regulation of the Minister of ATR/Head of BPN Number 3 of 2023. The obstacles experienced were internal, namely from the BPN of Surakarta City, frequent errors occurred in the system and there were external obstacles from PPAT in the form of the system being unable to validate data and from the community who were still confused about using the system.
