Abstract

Article 28H (3) of the 1945 Indonesian Constitution that every person has the right to social security that allows for the development of himself/herself as a dignified human being. One form of social security stated in Law Number 40 of 2004 concerning the National Social Security System is death insurance, old age insurance, work accident insurance, and pension insurance which is run through BPJS Ketenagakerjaan. Informal workers as one of the participants in BPJS Ketenagakerjaan, often receive less attention in their participation. The number of informal workers in Surakarta City continues to increase, but BPJS Ketenagakerjaan has not been able to protect all or even half of the total informal workers. The number of informal workers in Surakarta is 71,776 workers, while the number of active participants is only 13,254, and workers who have not registered are 58,522. This is influenced by various supporting and inhibiting factors. Among the supporting factors are socialization and PERISAI agents. The inhibiting factors are lack of awareness, difficulty in distinguishing between BPJS Kesehatan and BPJS Ketenagakerjaan, and the economic level of workers.
