Abstract

Multiple land certificates are when a plot of land has one or more owners or ownership certificates. There are still many problems related to land, especially double land certificates issued by BPN. To provide strong evidence to certificate holders regarding their rights, land registration in Indonesia seeks to provide legal certainty to holders of land rights. Land that is not registered will create legal uncertainty. The qualitative research approach method which is Descriptive Analysis is used in this research, in the end it will produce findings that answer every problem that has been anticipated by the researcher. The objectives of this research are to 1) Find out the factors that cause multiple land certificates; 2) know the legal responsibilities of the National Land Agency in issuing multiple land certificates in Blora Regency. The research results show that there are several factors that cause multiple land certificates, such as deliberate falsification of data by several parties, procedural or supervisory errors on the part of the BPN itself, lack of public awareness regarding land registration. To handle the problem of multiple land certificates, this can be done in several ways, such as complaints, arbitration mediation or through court.
