Abstract
The government provides legal legality to business actors in the form of business licenses so that they can carry out their business activities. their business activities. This research focuses on evaluating the implementation of Government Regulation Government Regulation No. 5 of 2021 concerning Risk-Based Business Licensing to guitar-making MSMEs in Mancasan Village, Sukoharjo. Specifically, this research aims to analyze the extent to which the licensing implementation is in accordance with the regulation, identify the obstacles faced by the guitar craftsmen in accordance with the regulations, identify the obstacles faced by the craftsmen in applying for business licenses, and evaluate the efforts of the business licensing process. in managing business licenses, and evaluating local government efforts in overcoming these obstacles. overcome these obstacles. This research uses an empirical juridical approach empirical approach with data collection techniques through interviews and questionnaires. The results of the study show: 1) Of the total 363 guitar craftsmen in Mancasan Village, 253 business actors do not have business licenses, and the implementation of licensing is not fully in accordance with applicable regulations. 2) The main reasons for licensing irregularities include the lack of understanding of business actors about the licensing process, the benefits of having a business license, and the lack of understanding of the licensing process.
