Abstract
The village of Tanjung is famous for its painted umbrella business as the main livelihood of the community. However, the increase in the number of these businesses has also had negative effects, such as violations of business permits, conducting business activities that do not match the permit, and operating without a permit. This study aims to determine and analyze the overview of business licensing and the effectiveness of the legal system for business licensing for MSME painted umbrella craftsmen in Tanjung Village. This research uses an empirical juridical method. Data collection was done through observation, interviews, and documentation. Observations were made on the conditions and behavior of MSME umbrella craftsmen in Tanjung Village. Interviews were conducted with relevant parties, such as the DPMPTSP (Investment and One-Stop Integrated Service Office) of Klaten Regency, the Tanjung Village Office, and the Creative Industry Group of Painted Umbrellas, to explore the understanding of the importance of licensing after the Job Creation Law. Documentation was provided to verify the data. The results show that the overview of business licensing for MSME painted umbrella craftsmen in Tanjung Village uses Article 7 paragraph (7) letter a of the Job Creation Law, which states that low-risk business activities only require a Business Identification Number (NIB) as legal legitimacy. Although business license registration is free of charge, very few craftsmen register their business licenses due to administrative constraints and lack of technological knowledge. Regarding the effectiveness of the legal system for business licensing, it is considered quite effective, seen from the ease of the process, the compliance of the craftsmen, government support, and legal certainty. The government needs to make intensive efforts through socialization, simplification of administrative requirements, and provision of incentives to increase the compliance and legal awareness of the craftsmen in fulfilling their business licensing obligations.
