Abstract

One of the current phenomena that has a negative impact on the survival of living things is environmental pollution. The existence of environmental pollution itself has many contributing factors, one of which is caused by the disposal of livestock manure in the river. The disposal of waste into the river means that there is an inaccuracy in the processing of livestock waste by farmers which causes environmental problems. This research aims to find out the implementation of Law Number 32 of 2009 and how the government's responsibility is related to this problem. Empirical juridical method is used by the author in writing this thesis by conducting interviews with farmers and related agencies. In order not to aggravate environmental pollution by livestock waste, it is necessary to handle and manage the environment immediately. Efforts that can be made are to urge the community to process livestock waste into fertilizer and biogas and the need for wastewater disposal facilities (IPAL) by the local government. Cooperation between the community and local government is expected to solve the problem of livestock waste that damages the environment.
