Abstract
Tidal flooding is a pattern of sea level fluctuations influenced by the attraction of celestial bodies, especially by the moon and sun to the mass of sea water on earth. Pekalongan City is one of the cities located in Central Java province that is usually subjected to tidal flooding. The tidal floods cause residents' houses to be flooded by sea water, forcing them to evacuate. Due to the unavailability of evacuation shelters that are provided to anticipate disasters, people affected by tidal floods are evacuated to various places that are safe such as mosques, mushalas, schools, and village offices. The evacuation location has a shortage in the aspect of facilities for evacuated residents because the function of the building is not specified for evacuation purposes, therefore this planning and design aims to provide a place for tidal flood disaster victims with various facilities that prioritize contextuality in design that can be used for other purposes as a conference hall so that the building remains alive when not used for evacuation purposes. With this building, it is expected to be an alternative or solution for local residents affected by tidal floods and can advance the local economy through other functions of this building, namely the convention hall.
