Abstract

The government provides clear security for children by fulfilling their right to identity and citizenship status. The form of a child's identity is mentioned in Article 27 of the Child Protection Law, which is outlined in a birth certificate. However, the issuance of a deed is not enough to prove the validity of a person's identity. Through Minister of Home Affairs Regulation No. 2/2016 on Child Identity Cards, the Indonesian government seeks to protect children through identity cards. This study aims to determine and examine the issuance of Child Identity Cards in Magetan Regency. The approach method used is empirical juridical which is descriptive in nature. The research data sources include primary data by collecting data directly at the research location using interview techniques and secondary data through literature studies by examining books, journals and laws and regulations related to this research. The results of this study show that the implementation of the KIA policy as an effort to fulfill the right to identity of children in Magetan Regency carried out by Disdukcapil Magetan has been running quite well and has increased every year. The implementation has fulfilled the implementation indicators which include aspects of communication, resources, disposition, and bureaucratic structure. Some factors that support the implementation of the KIA program are socialization, ball pick-up mobile services, cooperation with several parties, and dissemination of information through social media. Although this program has been running well, there are still obstacles experienced such as network factors and the KIA regulation does not yet contain sanctions for people who do not have it.
