Abstract
The aim of this research is to determine the arrangements for absorbing the aspirations of DPRD members during the recess period, the benefits of absorbing aspirations by DPRD members in strengthening local democracy and implementing the absorption of aspirations by Sukoharjo Regency DPRD members in electoral district 5. The type of research used is descriptive, which focuses on solution analysis regarding the existing problems in accordance with the conditions faced at the time of the research because this research describes the legal regulations related to absorbing the aspirations of DPRD members during the recess period, in the case study of Dapil 5, Sukoharjo Regency. This research uses empirical juridical legal research. The results of the discussion showed that the first regulation on the absorption of aspirations of DPRD members during recess is regulated in Law No. 23 of 2014 on regional government and Government Regulation No. 16 of 2010 guidelines for the preparation of Regional House of Representatives regulations on the rules of the Regional House of Representatives. The second benefit of aspiration absorption by DPRD members in strengthening local democracy is that as the aspiration absorption process allows active community participation in local policy making, aspiration absorption helps increase the legitimacy of local government policies and can hear directly the aspirations, complaints and problems faced by their constituents. Third, the implementation of aspiration absorption by Sukoharjo DPRD members in dapil 5 has been carried out in accordance with applicable regulations but in reality the aspirations absorbed by DPRD members are not all followed up, this is due to several factors, among others, in accommodating every aspiration of the community, each council member is given a limit on the amount of budget to be issued and council members must adjust the priorities needed by the community.
