Abstract
This literature review is motivated by an empirical phenomenon illustrating gender inequality in Indonesia. The study aims to examine literature on the implementation of gender-responsive budgeting policies in the health sector in Indonesia. The research methodology utilizes a literature review study design with article searches conducted using the Google Scholar database. Keywords were developed using the PICO method. Inclusion criteria encompassed journals published within the last 5 years from 2018 to 2023, in both Indonesian and English, with subjects related to gender-responsive budgeting, gender mainstreaming, and gender equality, as well as original research with full-text availability. The results indicate that three articles met the inclusion and exclusion criteria. The research is categorized into four themes: budget size, policy implementation, implementation obstacles, and the impact of gender-responsive policy implementation. In the budget size category, the first article allocated 8.2% of the total regional budget to specific targeted health spending. The second article allocated gender-responsive budgeting, which decreased in 2018. The third article allocated budget to specific targeted (4%) and equal opportunities in employment (3%). In the policy implementation category, the first and second articles explained budget allocations for specific programs, while the third article did not provide details. Implementation obstacles were only explained in the third article as policy, structural, and cultural barriers. The impact of gender-responsive policy implementation was discussed in the first and third articles, with the first article hoping that gender-responsive budgeting would bring women closer to healthcare access, while the third article noted the existence of gender-responsive budgeting but observed limited accommodation of women's needs.
