Abstract

The RPJP Law and its implementing regulations, the Health Law and its implementing regulations and the Food Law along with its regulations and implementation have regulated the nutritional adequacy for everyone including toddlers to prevent stunting, but in fact stunting still occurs in Indonesia, including in Pati Regency, Central Java. The formulation of the problem in this study (1) How is the public healthbased local government policy in tackling the stunting problem in Pati Regency with a comparative policy of Blora Regency and Grobogan Regency, Central Java Province"; and (2) How is the new concept of public health-based regional policy in tackling stunting in Pati Regency, Central Java Province which is national in nature?. The objectives of this study (1) are to analyze public health-based local government policies in tackling stunting problems in Pati Regency with a comparative policy of Blora Regency and Grobogan Regency, Central Java Province; and (2) formulating a new concept of public health-based regional policy in tackling stunting in Pati Regency, Central Java Province which is national in nature. The benefits of this research can be used as input for the Pati Regency Government, Central Java Provincial Government or other Regional Governments in formulating and evaluating stunting problem prevention policies in their area. The type of research used is empirical legal research (nondoctrinal). The results of the study indicate that (1) Public health-based Local Government policies in tackling stunting problems in Pati Regency are directed to 8 (eight) stages of convergence action to accelerate stunting prevention and prevention. However, the stunting prevention policy as a form of legal protection for children has not succeeded in reducing the stunting prevalence rate in Pati Regency. It is necessary to have a Pati Regency Government policy in the form of legal arrangements related to stunting as a manifestation of the state's responsibility, especially the Pati Regency Government to protect children; and (2) The new concept of public health-based regional policy in tackling stunting in Pati Regency is a reinforcement of existing policies coupled with the main points of thought of researchers so that stunting prevention and control can run better. Existing policies include 8 (eight) convergence actions, strengthening specific nutrition interventions and strengthening sensitive nutrition interventions. Meanwhile, the main ideas of the researchers include strengthening community empowerment, strengthening health service capacity, as well as campaigning for behavior change and monitoring and evaluation.
