Abstract

The purpose of this study is to evaluate the feasibility of toll road infrastructure development through public funding in the case of the construction of section ABC toll road and to analyze whether the development of section ABC toll road is favorable or unfavorable for the community. The research is conducted using a mixed qualitative and quantitative approach (mixed methods) with a concurrent design. In this method, the researcher combines quantitative and qualitative data simultaneously and then integrates the information in interpreting the results to provide a comprehensive analysis of this research at PT. ABC.The results of this study indicate that the Net Present Value (NPV) calculation of the construction of section ABC toll road yields a value > 0, thereby making the toll road infrastructure development feasible in terms of Net Present Value (NPV). The Internal Rate of Return (IRR) value of the section ABC toll road development is 10%, which is greater than the Social Discount Rate (SDR), making the development of section ABC toll road feasible, where a discount rate of 9% is used in this study. The Benefit-Cost Ratio (BCR) value of the toll road construction is > 1, indicating the feasibility of the toll road development. The company is committed to creating a safe, comfortable, and smooth experience for road users by continuously making efforts to meet the Minimum Service Standards (SPM) established by the Government, specifically by the Directorate of JBH-DJBM of the Ministry of Public Works and Public Housing (PUPR). The company also aims to fulfill customer satisfaction levels through periodic surveys, including efforts such as adding directional signs, constructing weighbridges, improving rest area facilities, and engaging in traffic management activities in collaboration with the Police and other relevant parties.
