Abstract

Space utilization is a series of development implementation programs that utilize space in urban areas within a certain period of time and based on a predetermined plan. Space utilization consists of several aspects, such as settlements, government centers, and community activity centers,but the community of Blora Regency has not been able to get government services optimally. It is due to the services from the Blora Regency government agency that cannot be done in One Day Service. In addition, public transportation available in Blora Regency is not very adequate, this is also one of the obstacle factors for the community who will use the government administration services. This study aims to describe the optimization results of the space utilization in the form of settlements, government centers, and community activity centers in Blora Regency based on the regional space order plan (RTRW) of Blora Regency by utilizing Geographic Information System (GIS) and analyzing the results of changes in land use in Blora Regency. The development of spatial use in Blora District is almost in accordance with the 2021-2041 Blora Regency Spatial Planning based on the results of a direct survey. Increasing the number of employees from government agencies and increasing service time can help optimize space utilization in Blora Regency. Furthermore, the addition of transportation armada such as intra-city buses can greatly assist the community in carrying out their daily activities. The land use in Blora Regency from 2018 – 2021 is 182,058.80 Ha. For four years, Blora Regency experienced changes in land use covering an area of 16,111.17 Ha and the excess of 165,947.63 Ha was land that did not experience change.
