Abstract
Land use in Semarang Regency should be adjusted to the applicable spatial planning guidelines, namely the territorial Spatial Project (RTRW). In fact, the function of the RTRW is not going according to plan. In order to support sustainable development without changing the role of various agricultural and non-agricultural sectors, an evaluation of land potential is then carried out against the RTRW so that it is more focused. Point of learning exist (1) Utilizing the Geographic Information System to determine the Land Potential Index using the land unit approach in Semarang (2) Evaluating the relevance of the territorial Spatial Project against the Land Potential Index using a qualitative approach with subjective matching methods. In this study the technique used is a fused methode, that is mixes of quantitative and qualitative methodes. The quantitative technique in this study uses an overlay analysis technique with a land unit approach on the determining factors of slope, rock type, soil type, soil texture, and hydrogeology as well as the limiting factors using disaster vulnerability. The quantitative analysis method is intended to determine IPL results using a land unit approach. This method is intended to obtain conformity information between IPL and RTRW. The Land Potential Index in Semarang Regency consists of 5 classes, namely 1.17% very low land potential, 59.34% low land potential, 35.41% medium land potential, 3.83% high land potential, and 3.83% high land potential. very high land area of 0.25%. Areas that have very high land potential are often found in Bawen District and around Lake Rawa Pening. Areas with low land potential are often found on the slopes of Mount Merbabu and Telomoyo. Agricultural land in Semarang Regency has conformity with the spatial pattern plan of 30.52% and conforms with conditions of 36.47% and does not comply with 33.01%. Non-agricultural land in Semarang Regency has conformity with the spatial pattern plan of 47,83% and conforms with conditions of 7,48% and does not comply with 44,69%.
